The HR manager has a lot of control over how much you can work. She can tell you youll get more done if you work 8 hours instead of 7. She can also tell you to work on your writing, which can increase your output. She can also tell you to get more sleep, which can help you get more done.

The HR manager might even let you know when your schedule is too hectic or there is too much work to be done.

I know there are times when the HR managers are overkill, but I think it is important to realize that they are also overreactions. When I started working at a small design firm we had a policy of telling all the partners to work no more than 8 hours at a time. The reason for this was so that we didnt have to keep a clock in our office and it was easier to track the hours we were spending.
